Rep. Scott sponsored and carried legislation to prohibit discrimination based upon natural, protective, or cultural hairstyle in public schools and in state supported higher education institutions in Arkansas. The law went further to include these protections into the Arkansas Civil Rights Act of 1993.
Rep. Scott was the primary sponsor of a bill to assist foster care and homeless students transition to college, free of unnecessary financial burdens regarding transcripts, documents, and other admission processes.
Rep. Scott led legislation to improve public health in our corrections department by requiring the Department of Corrections to offer mammograms and prostate screenings to inmates and detainees.
Rep. Scott was the primary sponsor of legislation to protect women from cruel and unusual punishment in our corrections department. The law now prohibits pregnant women and mothers to newborn children from being placed in solitary confinement. The legislation also went a step further to prohibit solitary confinement in any juvenile detention center in Arkansas.
Rep. Scott was the primary sponsor to reform the role that’s student resource officers play in our public schools. The legislation requires school resource officers to be trained in de-escalation and mental health awareness. A step towards ensuring we keep our schools safe and our students safe from unwarranted criminalization.
